if you still have your own original (chinese) document with you, you can print out the PDF file as the translation, then, get it certified here.
your visa application requires to CERTIFY the English translation is the true copy of the original document in another language.

Who Can Certify Documents Within Australia?
Professional or occupational groups:
• Accountant – member of a recognised professional accounting body or a Registered Tax Agent;
• Manager of a bank or credit union, other than managers of Bank Travel Centres;
• Barrister, Solicitor or Patent Attorney;
• Police Officer in charge of Police Stations or of the rank of Sergeant and above;
• Postal Manager;
• Principal of an Australian Secondary College, High School or Primary School.
An authorised officer in:
• a tertiary admissions centre: UAC, VTAC, QTAC, SATAC, TISC;
• the Admissions Office or Student Services Office at any Australian university or TAFE College;
• the official records department of the institution that originally issued the document(s).
Other:
• A Justice of The Peace with a registration number

That, I am not sure.
in your case, you will need someone who has the capacity to Certify and the ability to recognize the chinese document, so that he/she can certify the english. basically, that person will need to be a bilingual at least.
If I were you, I'd first try the migration agent, Ms Ho, on Sandy Bay road. She could be the safest bet. Alternatively, you can try to google any registered solicitor or CPA, CA around Uni, with a Chinese surname.
